The PyeongChang 2018 Bid Committee outlined its vision for the 2018 Winter Games at its inaugural presentation to the Olympic Family at the XVII Association of National Olympic Committees (ANOC) General Assembly in Acapulco, Mexico towards the end of October 2010.

Senior members of the Bid delegation detailed to National Olympic Committee (NOC) members how PyeongChang's vision for the 2018 Winter Games will help stimulate a new market for winter sports in Asia and how a Winter Games in PyeongChang can serve to spread the positive message of Olympism and the values of the Olympic Movement to a new, young and dynamic generation across the region. During the presentation, the PyeongChang 2018 delegation explained how their vision is brought alive through the overall campaign message of 'New Horizons', and how this concept will help the International Olympic Committee (IOC) and International Federations expand winter sports to new areas of the world. Speaking about PyeongChang's vision for the 2018 Olympic and Paralympic Winter Games, Yang Ho Cho, chairman and CEO of PyeongChang 2018 said: " PyeongChang 2018 aspires to offer the Olympic Movement and the world of winter sports a legacy of new growth and new potential like never before – a world of 'New Horizons'. Interest in winter sports is growing fast in Asia. Each year 1. 5m foreign tourists visit Korea to enjoy our winter activities and that number is increasing. Our efforts will expand Olympic interest across our continent and will connect winter sports to millions of new hearts and minds. " The PyeongChang 2018 Bid Committee also announced some of the new programmes they would introduce ahead of the 2018 Winter Games to assist NOCs with their preparation. These new programmes will include free training camps for athletes from countries without sufficient winter sports training facilities, and offering all NOCs a space for an 'NOC House' with no 'minimum stay requirement' in any of the PyeongChang 2018 Villages. The senior members of the bid delegation participating in the ANOC presentation were Yang Ho Cho (chairman and CEO of the PyeongChang 2018 Bid Committee), Gwangjae Lee (governor of Gangwon Province), Yong Sung Park (president of the Korean Olympic Committee), Dae–Seong Moon (Olympic Gold medallist and IOC member from Korea) and Therasa Rah (PyeongChang 2018 communications director). IOC member Kun Hee Lee was also part of the PyeongChang 2018 delegation helping to promote the bid to the ANOC General Assembly participants.
