- Due to London’s position in the world as a financial and commercial hub, it remains a highly attractive target for
terrorism. Successful attacks in 2005, 2007, 2012, 2013 and 2017, 2019 and 2020 illustrate this ongoing threat.
Islamic State (IS) and other Islamist militant groups have referred to London as an attractive target on numerous
occasions when issuing online media statements.
- Protests occur frequently in London over a number of issues, including political grievances, environmental
issues, human rights and foreign policy among others. While protests are usually well-policed, there is periodic
unrest, especially in central London, Whitehall and Westminster. Such unrest can be disruptive, and in the past has involved thousands of protesters.
- Crime, both petty and violent, occurs across London. Crimes such petty theft, pickpocketing, bag snatching and distraction thefts are highly prominent throughout the city, primarily in crowded areas and touristic destinations.
- Urban exploration poses a significant threat to businesses and organisations in London, particularly in the financial centre as individuals involved in this activity often target building projects or iconic high-rise buildings in city centres.
- The threat of cybercrime is assessed as moderate, with phishing, skimming and larger, more coordinated cyberattacks including ransomware, also targeting London in recent years.
